Two years after the suburban riots in 2005, the film reveals the bottoms of a very French speciality: the maintenance of law and order. Fruit of one year of investigation, it analyses the mechanisms of order and disorder. Why the French crises overflow in a generalized disorder?
How social crises become crises of regime? In what the strategy of the maintenance of order is a political art?
The riots in autumn, 2005, in the spring CPE, 2006. Result of one year’s inquiry, the film compares the overlapping narration of those who lived these two major events from the inside. On one hand, the representatives of order who, as a rare fact, agreed to speak about contemporary events while they are all still in place within the ranks of the police, or the ministries. And on the other hand: numerous actors according to periods and problematic - from the rioter to the union activist, from the student to the politicians, the official bodies to the unorganized.
"When France erupts" required very long researches for unpublished images. The film is mainly built around amateur images that showed the streets, notably in Clichy-sous-Bois on the first nights of riots, or inside the Sorbonne. Also they represent a lot of unpublished images of the police which allows a better understanding of the police approach, or even sequences of current events never diffused (shots of Nicolas Sarkozy's sequence in Argenteuil, the evening of the word "racailles"; the battle of the Invalides, etc.).
"When France erupts" finally reveals several reports of the intelligence services and diverse police documents, unpublished to this day.
