Risks of terrorist attacks or of sabotage on nuclear systems and risks of having nuclear material stolen to make bombs : two types of threats that could lead to major radiological incidents, and affect entire continents.
However, this question has never been dealt with publicly. How can we prevent this from happening?Who is to bear this responsibility? Do states, even for the richest, have the means of putting in place an efficient nuclear safety?
